Gender mainstreaming in (feminist) foreign policy: a critical analysis on logics of coloniality

Abstract:
This chapter provides a critical analysis of the contradictions inherent in gender mainstreaming within feminist foreign policy (FFP). It focuses on the role of Eurocentrism and logics of coloniality in shaping both FFP's conceptualisation and implementation. FFP, which seeks to integrate gender perspectives into foreign policy and promote gender equality, often fails to fully consider the whole dimension of intersectionality. We problematise the dominance of Eurocentric frameworks within FFP that tend to universalise gender norms that are primarily aligned with Global North perspectives, marginalising alternative feminist practices and knowledge systems. As a result, gender mainstreaming creates contradictions to claimed feminist principles, reinforcing existing global power structures and impeding genuine engagement with marginalised groups. The chapter suggests FFP needs a more nuanced, decolonial feminist approach to gender mainstreaming that incorporates intersectionality, Indigenous knowledge, and critiques of colonialism, capitalism, and patriarchy to more effectively address systemic gender inequalities within global governance structures.
