Defining gender mainstreaming: a history of feminist thinking and action

Abstract: The chapter examines the feminist practices in state organisations to advance equality prior to gender mainstreaming, using UK local government as an example. The early introduction and implementation of organisational equality objectives faced many challenges and considerable resistance. Feminist praxis to overcome resistance and feminist theory have informed the development of gender mainstreaming, creating many dimensions to its definition. This, in turn, has contributed to the concept's longevity and broad application in many contexts and policy arenas.
