Gender mainstreaming and space policy

Elise Stephenson

Chapter Spotlight 8 in Research Handbook on Gender Mainstreaming, 2026, pp 311-313 from Edward Elgar Publishing

Abstract: The 2024 launch of the UN Office for Outer Space Affairs’ (UNOOSA’s) gender mainstreaming toolkit marked a milestone in addressing gender disparities in the global space sector. Historically criticised for lagging in social progress, the sector faces increasing pressure to integrate gender considerations – not only for workforce equity but also for national security, political and economic imperatives. This spotlight examines the sector's current approaches to gender mainstreaming, identifying key shortcomings and opportunities. Drawing on major qualitative and quantitative studies, alongside insights from UNOOSA's toolkit and the Women, Peace and Security agenda, it highlights the necessity of a cohesive, cross-sector strategy. Strengthening gender mainstreaming in space is crucial to realising the full potential of existing frameworks and advancing a more inclusive, effective space policy.
