Overcoming challenges to gender and equality mainstreaming: the promise of an intersectionality-informed framework in Sweden

Abstract:
This chapter focuses on gender mainstreaming (GM) and equality work more broadly in Sweden, in light of continued debate as to GM's efficacy amidst greater recognition of the need to better address an increasingly diverse population, as well as multiple forms of discrimination and inequality, including but not limited to gender. It presents findings informed by 47 interviews with GM and equality policy stakeholders from government, academia, and non-governmental organizations at two points in time – 2015 and 2025 – that highlight key issues that have emerged in the last decade relevant to GM and equality-policy-relevant work. Specifically, it argues that, in light of current challenges in the field, an intersectionality-informed approach offers promise as a unifying framework for GM and equality work in Sweden. The chapter then presents suggestions for how to support more effective GM and broader equality directions and strategies.
