Temporal sensitivity in gender mainstreaming

Abstract: Developed and implemented since the mid-1990s to promote gender equality in policy-making, the strategy of gender mainstreaming has received considerable academic, political, activist and public attention. This spotlight adds to both the rich conceptual debate surrounding gender mainstreaming and assessments of its practices, the often-neglected temporal dimension. Theoretically and practically challenging, the dynamic aspects of gender mainstreaming need to be taken seriously to make this strategy more responsive and attuned to the needs and circumstances specific to each generation. This argument is illustrated by the pivotal events that not only marked the coming of age of Millennials and Generation Z, but have long-lasting effects, including the global economic recession (2007 to 2009), the COVID-19 pandemic a decade later, organised resistance to gender and sexual equality, and the continuation and intensification of climate change.
