Abstract: Regional energy hubs integrated with hydrogen represent a promising solution for advancing sustainable energy systems by optimising renewable energy use and enhancing grid resilience. However, their implementation faces significant challenges due to operational, financial, and data-sharing uncertainties, particularly in coordinating diverse stakeholders. This study examines these complexities, highlighting conflicts arising from regulatory constraints, investment risks, and data privacy concerns. Through a comprehensive review of academic literature and policy documents, a conceptual framework is developed to underscore the strategic importance of regional energy hubs and the pivotal role of hydrogen. By clarifying stakeholder conflicts and uncertainties, the research bridges the gap between technological potential and practical application, offering actionable insights for aligning stakeholder objectives. The findings provide valuable guidance for policymakers and industry practitioners, emphasising the necessity of strategic collaboration and supportive policies to successfully integrate regional energy hubs and enhance the sustainability, efficiency, and resilience of energy infrastructures.
