Chapter 4 in Concise Introduction to Financing Welfare States, 2026, pp 58-71 from Edward Elgar Publishing
Abstract:
This chapter focuses on user charges for the delivery of different types of public welfare services or goods where the welfare state supports the use hereof even if bought on the market. User charges are commonly understood as a way to ensure that users reveal their preferences for the goods and services they receive. However, they might also be implying revenue for the welfare state. In many countries there is a variation of user charges, such as in relation to treatment and medicine in the health care sector, but also childcare and a variety of services in long-term care can come with user charges. The chapter presents an overview of these and discusses the implications with regard to how this influences who has and does not have access to a number of these goods and services.
