Conclusion: Complex democracy and federal dynamics

Abstract: Concluding the analysis presented in this book, this chapter argues for understanding federal democracy as a complex system of multilevel democracy. As explained in the previous chapters, the interplay of democratic and intergovernmental politics confronts citizens and their representatives with incongruent jurisdictions, conflicting modes of governance, information asymmetries and continuous conflicts over power. The resulting tensions are a source of dynamics but also a cause of potential frictions, depending on the variety of federal democracies. However, differentiated structures and multiple linkages facilitate balancing powers and reconciling coordinated governance with the autonomy of governments. Considering the contemporary crises in democracies and international politics, the chapter finally addresses the question of whether federalism and democracy establish mechanisms that mutually safeguard federal democracy against backsliding towards centralization or autocracy.
