The impact of neoliberal policies on the educational opportunities and outcomes of Finnish youth

Abstract: The Finnish education system has an internationally recognised reputation as a system that produces excellent learning results and offers equal opportunities for all learners. Promoting equality of educational opportunities has been the leading principle of education policy in post-World War II Finland. However, during recent decades, educational policies have shifted towards neoliberal ideas, although the neoliberal turn has not been as comprehensive in Finland as in many other countries. Since the 1990s, Finland has implemented school reforms based on the ideas of educational markets, individual free choice, competition, effectiveness and performance. As a result, stratified educational pathways have begun to emerge within the unified system and have intensified educational inequalities. In this chapter, I explore how neoliberal ideas have influenced the Finnish education system and education policy and the effects these changes have had on educational selection, outcomes, and the associated inequalities among Finnish youth.
