European industrial policy: promoting innovation ecosystems and safeguarding open strategic autonomy

Abstract: This study explores how the European Union's (EU) recent industrial policies are shaping innovation ecosystems (IEs) in pursuit of strategic autonomy and technological sovereignty. The analysis places the EU's evolving policy mix, which includes regulatory measures, mission-oriented investments, and market-shaping instruments, within the broader context of multi-level governance that links EU policies with national and regional strategies. Particular attention is devoted to understanding how IEs respond to various crises by leveraging their collaborative frameworks to attract human, social, intellectual, and financial capital, across value chains and business sectors. To do this, the analysis relies on both primary and secondary data drawn from five exemplary IEs that are based in five countries: Ukraine, Greece, Poland, Spain, and Belgium. A selection of implications is suggested to contribute to informing industrial policies for supporting the development of more resilient IEs under the challenge of reconciling open strategic autonomy and technological sovereignty.
