Abstract: This chapter explores the evolving dynamics of entrepreneurship in Italy, drawing on data from the Global Entrepreneurship Monitor (GEM) 2024–2025. It highlights the persistent gap between entrepreneurial intention and activation, due to the interplay of individual, institutional, and territorial factors, all influencing new business creation. The study examines how Italy's entrepreneurial potential is shaped by demographic disparities, regulatory complexity, and uneven innovation capacity. By integrating micro-level data with expert assessments, the chapter reframes entrepreneurship as a structurally embedded process, rather than a purely individual choice. Particular attention is given to the rise of digital, green, and knowledge-intensive entrepreneurship driving the current industrial transformation. Our findings underscore the need for structural reforms, coordinated policy frameworks, and cultural shifts to overcome fear of failure, bureaucratic difficulties, and geographic inequality. The analysis contributes to theoretical debates in industrial economics and offers actionable insights for inclusive, innovation-driven policy interventions.
