The inclusion of aviation in the EU taxonomy regulation: groundbreaking or greenwashing?

Chapter 6 in Challenges in Transport Regulation in Europe and Beyond, 2025, pp 99-118 from Edward Elgar Publishing
Abstract:
Like other hard-to-abate industries, the aviation industry lacks commercially available net-zero solutions. This creates significant challenges, especially in the post-pandemic context in which economic recovery must accommodate growing environmental obligations. The European Union has established two frameworks to support investment in decarbonisation: a taxonomy that directs private investments to ‘economic activities most needed for the transition’ by establishing a ‘common language and a clear definition of what is “sustainable”’ and new guidelines on climate, the environment and energy for state aid (CEEAG). Both frameworks consider climate solutions for aviation to be subject to specific technical criteria. This chapter examines the compatibility of the aviation industry with these financial policies, particularly in view of the EU taxonomy principles. It also compares the CEEAG and the EU taxonomy to assess whether they create a harmonised regime to finance the transition of aviation to sustainability.
