Impact of the gas crisis on gas market regulation

Abstract: This chapter examines the European Union's response to the gas crisis that began in 2021 and worsened dramatically in 2022. It offers a critical assessment of key regulatory measures introduced by the European Commission, in particular to what extent they were successful in attracting alternative supplies, refilling storage facilities, and reducing price levels. These include initiatives such as REPowerEU, the “Save Gas for a Safe Winter” plan, the storage regulation, the gas market correction mechanism, and the AggregateEU joint purchasing platform. The chapter concludes by exploring how Europe's pivot away from Russian pipeline gas is giving rise to new forms of dependency – most notably on LNG, and potentially on future hydrogen (or hydrogen derivatives) imports.
