What are parallel framework agreements?

Abstract: Procurement from multiple overlapping framework agreements is a practical phenomenon that has not yet been clearly addressed at the EU level. This chapter therefore aims to define and categorise parallel framework agreements in order to establish a uniform basis for the analysis. In doing so, it answers the first research question: What are parallel framework agreements? Multiple types of framework agreements translate in practice into even more categories of parallel framework agreements. Therefore, this chapter offers a clear definition of parallel framework agreements to refine and focus the scope of the research. As a result, it provides a unified and comprehensive description of parallel framework agreements, serving as a foundation for further analysis of their compatibility with EU public procurement law and principles.
