Abstract: In the article are developed theoretical-methodological approaches to the financial guarantee of warning and liquidation of the extraordinary situations of natural and technogenic nature in the macroeconomic regulation of the ecological- economic processes, which are based at the systems analysis of the contemporary theories of financial steady development and are assumed as the basis of the formation of strategy of technogenic and ecological safety in the Ukraine and its regions.
