Institutional providing ecological policy in conditions decentralization

Abstract: Analyzed the institutional provision ecological policy in the context of decentralization reforms. The substantiated directions for improving the institutional foundations. In this connection determines the essence and role of ownership rights to natural resources. Proved that settlement of ownership relations in natural resources, in accordance with standard the requirements of world community, where the will be counted a range basic factors associated with a quality-assured environment, social efficiency use of natural resources. Analyzed the regulatory framework in the sphere decentralization and identified certain gaps that need to fill introduction of changes and amendments to current legislation. Determined the strategic orientations decentralized development of our country. Proposed institutional principles which will ensure openness and democratic ecological policy conditions decentralization reforms: institutes which provide a basis for attracting local authorities and management in decision making in nationwide level; organizations which can establish social dialogue between the representatives the state and local bodies public, stakeholders directly to governance at all stages of administrative decisions.
