International experience implementation of strategic environmental assessment: opportunities for Ukraine

Abstract: International experience of SEA procedures is analyzed. Normative legal acts of foreign countries in which SEA is the basic document for coordination between different levels of government and decision-making on the allocation of financial resources are researched. Necessity applying the experience of the neighboring countries procedure for opportunities implementation in Ukraine, which will be a catalyst for effective development of environmental policy, is proved. Necessity of SEA as a unique complex procedures support plans, projects, programs, which provides minimization of conflicts in the future due to misalignment of interests of different sides concerning state of the environment, and make it possible compromise in implementing the strategic decision, is grounded. Priority directions of SEA development as an effective instrument of environmental policy are proposed. Is determined that normalization of SEA at the legal level will bring the fulfillment of the conditions of the Association agreement between Ukraine and the European Union.
