The need for ethical algorithms: The European approach to Artificial Intelligence

Abstract: This research project examined the European approach to Artificial Intelligence. With the social constructivist concept of Normative Power Europe, the topic has been discussed on two levels of abstraction. Empirically, the United States, China and the EU have been compared regarding the aspects of data protection regulation and military AI, which resulted in the classification of the EU as Weak-Normative Power. On a more abstract level, the EU’s human-centric approach to Artificial Intelligence, the emphasis on developing trustworthy technology and the focus on human rights in the discourse led to the characterisation of the European Union as normative power.
