Abstract: In this work it is synthesized through the index of Human Development a group of indicators that you/they characterize the Human Development to territorial scale; this index is of great utility and interest for the diagnosis of the Territorial Plan and its calculation also facilitates to measure and to compare the development that you/they have reached in Cuba the territories during 17 years.
