Abstract: This paper analyses some of the major financial and governance challenges for attaining universal elementary education following RTE norms. The focus is on Karnataka. The analysis of financial challenges examines the question whether the state is able to bear the additional financial burden necessitated by the RTE mandated norms and processes.
