Central Transfers To States And Centrally Sponsored Schemes

Abstract: The Indian Constitution assigns specific tax and expenditure responsibilities to the Centre and States. In practice, however, the Centre often operates in the sphere of the States. For instance, it has expanded the role of Centrally-Sponsored Schemes (CSS), especially in rural development and the social sectors, while transfers to States are increasingly used to finance recurrent expenditures. How should CSS be reformed?
