Abstract: This is an inclusive policy, which recognizes diversity in gender, caste, class, religion, language and reiterates the commitment of the State to this vibrant and significant population group and looks at the challenges ahead, in terms of identifying and recognizing the specific needs, concerns and aspirations of the youth. The emphasis of this policy is to work with the youth rather than for the youth.
