Abstract:
The aim of the paper is to review trends in developments of bilateral agreements (BAs) and MOUs focussing on low-skilled migration based on a global mapping exercise and and highlight agreements which could lead to better outcomes in terms of migration governance and protection of migrant workers. Also to formulate policy advice and recommendations based on the findings, and identify areas for further work.
