Abstract: This CSTEP study describes the UN’s four guidance principles and defines a Smart City Reference Framework that should provide the overarching principles and guidance to smart city programmes. The report is expected to guide policy makers and urban practitioners in making critical decisions, in an accountable manner and spirit, which will truly make Indian cities smart.
