Tourism Planning and Regional Development: A Case Study of Latehar District, Jharkhand

Abstract: Tourism planning plays a pivotal role in promoting balanced and sustainable regional development by leveraging local resources, generating employment, and enhancing infrastructure. As a multi-sectoral activity, tourism influences economic growth, environmental conservation, and cultural preservation, particularly in regions with untapped or underutilized assets. This paper examines the interrelationship between tourism planning and regional development, highlighting how strategic, inclusive, and sustainable planning approaches can drive socio-economic transformation in both urban and rural areas. Drawing on global and Indian case studies, the research explores key components of effective tourism planning, including spatial analysis, stakeholder engagement, infrastructure development, and policy integration. Latehar District in Jharkhand, India, is endowed with rich natural and cultural resources, including dense forests, waterfalls, hot springs, wildlife sanctuaries, and indigenous tribal heritage. Despite its tourism potential, the region remains underdeveloped due to infrastructural deficiencies, poor accessibility, limited promotion, and the absence of strategic planning. This study explores the tourism landscape of Latehar by mapping key attractions such as Betla National Park, Netarhat hill station, Lodh Falls, Tattapani hot springs, and the Mahuadanr Wolf Sanctuary. Drawing on government reports, secondary literature, and field-based observations, the research identifies major challenges and opportunities in promoting eco-tourism, adventure tourism, cultural and tribal tourism, and wellness tourism. It highlights critical barriers, including inadequate infrastructure, governance issues, and environmental vulnerabilities. The study contributes to the growing discourse on regional tourism development in ecologically sensitive and socio-culturally diverse areas. By proposing a context-specific planning framework, the paper emphasizes the need for sustainable infrastructure, participatory governance, and responsible promotion strategies. The findings aim to inform policymakers, planners, and stakeholders in designing integrated tourism initiatives that not only boost the local economy but also preserve the ecological and cultural integrity of Latehar. This research underscores the potential of tourism as a driver of inclusive development and spatial equity in underrepresented regions like Latehar.
