Importance of Communication During Change: A Case of the Municipality of Vlora

Abstract: Public sector organizations are often perceived as resisting change. One of the most important changes in Albania is the implementation of the administrative -territorial reform. Literature suggests that one of the critical factors in all change, and one of the toughest issues in an organization, which brings the frequent failure of change efforts, is communication. This paper, presents the importance of effective communication in change management in public sector.
