Abstract: Grievance has become a durable political asset. Across democratic and post-democratic systems, claims rooted in historical injustice, identity harm or structural exclusion increasingly function not as time-bound corrective signals but as permanent sources of political capital. This paper develops a political-economy account of permanent grievance: a condition in which grievance claims are structurally insulated from empirical updating, institutional resolution or legitimacy decay, and are instead mobilised as renewable inputs into power, funding and market formation. Drawing on Regenerative Cycle Architecture, the paper reframes grievance as a capitalised signal — one that can be invested, leveraged and monetised through political authority, regulatory privilege, reputational asymmetry and grievance-indexed markets. Grievance persistence is reinforced by asymmetric payoff structures: political actors, institutions and intermediaries capture upside from amplification while bearing limited cost for misalignment with current conditions. This produces a predictable equilibrium characterised by grievance inflation, adversarial identity markets, suppressed feedback and declining institutional trust. The analysis bridges political economy and market design, demonstrating how permanent grievance shapes regulatory regimes, public funding flows, organisational governance and emerging moral-credential markets while crowding out legitimacy renewal and empirical learning. Crucially, it distinguishes active injustice from institutionalised grievance persistence, offering diagnostic criteria for identifying when grievance has shifted from corrective function to extractive capital. Rather than advancing a normative critique, the paper provides an architectural diagnosis, proposing structural design principles — grievance decay functions, symmetry requirements, revalidation windows and market-level binding constraints — that allow societies to preserve the moral signal of grievance while preventing its conversion into permanent political rent.
