Abstract: A descri ption is given of the strategic «management by objectives» method of the socio-economic processes in Irkutsk Region, which enables comprehensive solving of the problems facing the region. The article presents an analysis of the method’s implementation and of its tools – the Program of Socio-Economic Development of Irkutsk Region up to 2005 and the Plan for the Development and Location of Economic Activity in Irkutsk Region
