Abstract: Considered are economic and legal foundations of federal relations, principles of federalism, peculiarities of implementation of these principles during the transition period, and methodology problems. Main trends in Russia’s practice of public administration are assessed. It is suggested to use, as a criterion of effectiveness of the state regional policy, the social and infrastructure standards of living of the population
