Abstract: General issues of building a knowledge-based economy are considered. The knowledge-based economies indexes of individual countries of the world are given, and Russia’s and China’s positions are shown. The problems and prospects of cooperation between Russia and China in science, technology and innovation are stated, in particular taking into account the opportunities for promoting contacts at the meso- level (case of Siberia)
