Abstract: The article focuses on economic, legal and other preconditions of innovative development of the Russian economy. As one of the ways the author suggests the strengthening of sub-federal public governance level. The paper emphasizes that initiatives in the sphere of public governance decentralization should be supported with more precise legal specification of public policies on innovation, expansion of regional and local budgets, and stimulating inter-budgetary relations.
