The Approach to the Estimation îf Changesin Systems of Regional Support of Investment Activity

Abstract:
The article describes statistical methods and tools for the analysis of dynamics of changes and inter-time comparisons of regional systems of economic stimulus. The author proposes five measurable coefficients, which are estimated for a sample of 758 articles of regional legislation. These coefficients are: retention of support measures; stability of legislation; increase of support measures; reduction of support measures; volatility of legislation. The improvement of the investment stimulus legislation reflects the processes of the regional institutional environment’s formation and adaptation. The statistical analysis of the regional legislation allowed us to identify the features of the process of changing regional systems of stimulation; to explore the convergence of regional approaches to investment stimulation; to assess the coincidences in the dynamics of changing stimulation systems; to analyze the trends during different periods of time; to identify regions that had similar stability trends, reductions or expansions of legislation on support measures. The author used correlation analysis based on 2006–2015 data for comparing the dynamics of indicators. Two types of indicators were used: by region and total by year
