Your House, Our Party?

Abstract: Did Programa Minha Casa Minha Vida benefit more the political supporters of elected mayors? Since 2009, the largest housing program in Brazil raised concerns about lack of transparency in the selection of beneficiaries and potential frauds in waiting lists, favoring some political groups. In this paper, we investigate whether members of parties and campaign contributors were more likely to be benefitted by the program when they supported the winning candidate. Using a Regression Discontinuity Design (RDD) on the margin of victory in local elections, we find no evidence of such political favoritism in the context of this housing program.
