Comparative Effects on Welfare and Income Equity: IRPF exemption for retirees aged 65 and over

Giovani Machado, Roberto de Goes Ellery Junior and Nelson Leitão Paes

Revista Brasileira de Economia - RBE, 2024, vol. 78, issue 2

Abstract: This work aims to evaluate the IRPF exemption policy on retirement income. For this, using an OLG model with intragenerational heterogeneity in terms of income, comparative analyzes were made between the reversal of the exemption and a transfer policy focused on the poorest 50% of the population, or the reduction of taxes on labor income. Compensation by the labor exemption policy increased the level of well-being, but worsened income distribution. Compensation by targeted transfers policy increased both well-being and income distribution.
