Abstract:
This paper estimates the relationship between payroll expenditures of the States and the transfers the former receive by the Federal Government to finance education (FAEB). It is found that states with a greater percentage of State teachers before the education descentralization of 1992, grant less salary raises to teachers. This is caused by the existence of a negative income effect on these States, due to the disribution rules of FAEB prior to 2008.
