Benefits, Risks, and Costs of Prescription Drugs: A Scientific Basis for Evaluating Policy Options

Abstract: Governments and private insurers in North America are becoming increasingly involved in providing coverage for prescription drugs. Although the catastrophic coverage provision under Medicare has been withdrawn, the inclusion of insurance for outpatient drugs in that legislation reflects the growing awareness in the United States and some governmental action must be taken to provide access to prescription drugs.
