Abstract:
The state council announced to slow down the speed of expansion in higher education and to focus more on education quality. Although the improvement of education quality isn’t really a new target within the Chinese higher education policy, the article shows that there seems to be a shift in the strategy how to achieve the goal of higher education quality. This shift means a move away from process-oriented higher education expansion towards an outcome-oriented improvement of education quality.
