Abstract:
This article sought to evaluate urban public transport costing policies using progressive and Pigouvian extra-tariff sources (who pollutes more, pays more). This strategy aims to make the transit more competitive in relation to individual transport, improving the sustainability conditions of the urban mobility system. It was observed that these measures present strong political resistance due to inflationary impacts and increased spending by the richest families. On the other hand, when analyzing issues related to social costs and equity, these measures present excellent results, as the benefits are greater than the costs and there is a clear policy of abatement of externalities by the wealthier classes. As a consequence, there is an improvement in the mobility conditions of the poorest and in the sustainability conditions of the entire mobility system.
