Abstract:
This article aims at testing the existence of political business cycles among French local governments. The empirical analysis is achieved from a sample og 91 municipalities (with a population superior to 50.000 inhabitants) between 1977 and 2001. Results show the existence of an opportunistic cycle on both operating and capital local public spending. At the opposite, not partisan cycle is verified whatever the incumbent majority.
