Abstract: The "open data" would be new content promoting the development of e-democracy and e-government. Building on the analysis of websites and "open data" three cities over 200,000 inhabitants, we have tried to highlight innovation in terms of content and services beyond technical innovation. The results of this study tend to show that there is a gap between the discourses, on e-democracy on the one hand and Open data on the other hand, and the reality of local Internet devices.
