Abstract: This article analyses some main determinants on the ability to innovate depending on the different types of innovation (technological and non-technological) and comparing the service and industry sectors. Data comes from the Community Innovation Survey (CIS2008). The estimation method is a probit with selection from the framework proposed by Heckman (1979) and refined by Van de Ven and Van Praag (1981). The first equation explains the capacity of firms to invest in innovation activity while the second explains their choice between the different types of innovation (technological and / or non-technological). The results demonstrate that the determinants of innovation ability are similar within service sector and industry, differences being mainly explained by the relative importance of the different forms of innovation developed in each sector. Such results bring up the question of the appropriateness of current policies of innovation which are principally oriented towards the support of R&D activities. The author proposes to take into account different types of activities and innovation when defining policy's instruments and proposes a better focus on the low technological but non-technological innovative activities like intellectual services.
