Abstract: A decade after a wave of mergers and acquisitions, new adjustements are required to adapt the defence industry to the budgetary consequences of today's economic crisis but also to the long-term trends in programme costs. Domestic markets in both France and Europe are no longer large enough to keep the industry sustainable, and one has to define a new level of regulation at the right scale, the European one.
