Abstract: The modernization of public services is a major issue for public authorities and delegated public service organizations. The latter are faced with challenges that necessitate in-depth organizational change. This chapter presents the case of a French delegate public service entity, designated by the letter U, in which we have conducted since 1995 a socio-economic intervention-research.
