Abstract:
International Organizations face the challenge of transferring responsibilities from expatriates to local personnel. This transfer id hindered by the different cultural representations both sides have of the delegation process. This article presents an action research conducted in a French NGO in Madagascar. It aimed at helping actors to understand the mutual cultural representations of empowerment and to design new management practices that would induce responsibility transfer
