Abstract: The purpose of this paper is to analyze resource based location strategies in which the objective isn't so much the exploitation of a specific advantage held by the MNF but rather the activation of new resources in a foreign territory. It aims to characterize the location choice of foreign investment using this strategy. The premise of this research is brought together with the analysis of 92 projects aimed at the ICT sector in France. The results demonstrate the specificity of this strategy which implies the MNF's ability to activate local resources in a local network.
