Abstract: How to understand the origin and the development of instrumental forms of accountability practices? These practices are analyzed as resulting from a process of institutional change according to Greenwood et al (2002). This framework has been applied to the field of French water services, in which accountability practices aim at better knowing the cost of private operators at the scale of one individual public service concession contracts. The longitudinal study is based on years of intervention-research and consulting activity in the sector. It highlights a process of institutional change that break with the linearity of Greenwoods et al's theoretical model. It suggests that under certain conditions the field structure foster processes of institutional changes that could be partial or include loops.
