Abstract: Cet article propose une modélisation des instruments de politique agricole dans un modèle d'équilibre général, avec une application au modèle français "MEGAAF". Les principaux instruments de la PAC sont introduits explicitement dans le modèle : quota de production, système de prix garantis, restitutions variables aux exportations, droits de douane à l'importation, gel des terres, aides compensatrices aux surfaces cultivées et aux surfaces gelées. Ce choix de modélisation explicite par rapport à la modélisation ad valorem permet de mieux définir les scénarii de politique. Cet article montre également l'importance de la spécification de la technologie pour le secteur agricole et agro-alimentaire. L'analyse d'une simulation illustre le fonctionnement du modèle.
