Abstract: The "NGO phenomenon" is characteristic of democratic societies. They intervene mainly in the fields of ecology, humanitarianism, peace, democracy, human rights, development aid, against poverty, inequalities and discrimination. They advocate sustainable development. Sometimes they are infiltrated by firms or by states to serve the interests of powerful actors of economic globalization. If they can not claim to be representative of public opinion either, they are formidable "sounding boxes" of today's problems.
