Abstract: Our objective is to propose a grid of reading of the local governance and to use this last one to study in an exploratory way the intercommunal practices, starting from a qualitative research. The analyzes allowed by our case studies allow us to conclude, first of all, the consistency of our results with previous studies. Indeed, given our results, two out of four communities studied do not have a community project, have only set up regulatory governance structures and have often distant relations with users. In addition, three out of four communities surveyed have closed, poorly informed decision-making governance, confined to the regulatory authorities and reduced communication.
