Abstract:
This article questions a public management tool's ability to modify—through the process of its adoption—the nature of the relations between actors present in the same sector and territory. Through two case studies, we demonstrate that a tool aimed at collaboration can in fact become an instrument that reinforces a compartmentalized mode of operation.
